Deepening Depopulation
5K Baby Bonus: The Trump administration has started considering plans to boost America’s birth rate. President Trump has expressed support for a proposed plan to offer new mothers a financial incentive of up to $5,000 per birth in an effort to combat declining U.S. birth rates. This “baby bonus” is part of ongoing discussions within the White House, as reported by the New York Times, involving policy experts and birth rate advocates. Other proposals under consideration include prioritizing married or parenting applicants for Fulbright scholarships and government-funded education programs to help women better understand their fertility cycles.
“A $5,000 baby bonus is a good idea, but only if it is limited to married couples,” says PRI President Steven Mosher. “In that way, it will encourage not only higher fertility but higher marriage rates as well, which is the key to achieving a sustained increase in our low and falling birth rate.”
Communist China
Unintended Consequences: China’s One-Child Policy, implemented in 1979, triggered long-term social and economic consequences that continue to challenge the country. The policy led to a gender imbalance, “little emperor” syndrome among only children, and most critically, a shrinking and aging population. As the workforce declines and elderly care demands rise, China faces a demographic crisis that threatens economic productivity and increases pressure on younger generations. Despite government efforts—such as fertility incentives, extended parental leave, and more—the results have been underwhelming, with few young couples choosing to have more children. According to Forbes, China is projected to lose between 5 and 10 million working-age adults annually, while its elderly population grows at the same pace.
Negative Views Subside: According to the Pew Research Center, Americans are starting to view China less negatively. This shift comes after a period in which views of China had reached historic lows during the pandemic. While a majority still consider it the greatest threat to the United States, overall negative sentiments have slightly eased over the past year. As of March 2025, 77% of Americans hold an unfavorable view of China, down from 81% in 2024, and the percentage with a very unfavorable opinion dropped by 10 points. Similarly, the number of Americans who see China as an outright enemy has declined from 42% to 33%.
Science Gone Mad
An Egg Marketplace: A new fertility start-up is taking a different approach to convince women to freeze their eggs. The company, Cofertility, will freeze a woman’s eggs for free if she agrees to donate half of the retrieved eggs. Since egg retrieval costs between $10,000 and $15,000, offering this procedure for free could be very tempting for women who want to “postpone” their fertility. Cofertility’s founder, Lauren Makler, has admitted that her business is essentially a “marketplace” for eggs. These eggs would all ultimately be used for in vitro fertilization (IVF), with half of them donated to women who are not biologically related to them. Cofertility’s model is pushing for more IVF, ultimately disregarding inherent human dignity and wrongfully separating the creation of life from the procreative act between spouses.
Pro-Life Around the World
Canadians Campaign on Abortion: There seems to be no end to abortion in sight for Canada. As Canada’s election approaches and polls tighten, Prime Minister Mark Carney is campaigning aggressively on his staunchly pro-abortion platform, proudly endorsing abortion without restrictions—even until birth. Despite claiming to be “Catholic,” Carney has declared his unreserved support for abortion, mirroring former Prime Minister Justin Trudeau’s approach of framing abortion as a political rallying point rather than a serious moral issue. Meanwhile, Conservative leader Pierre Poilievre has also pledged to uphold Canada’s current abortion-until-birth status quo, distancing himself from any pro-life reforms. Despite Liberal claims of a “hidden agenda” within the Conservative Party, both major party leaders have made clear that they intend to maintain Canada’s permissive abortion laws, leaving pro-life Canadians without a political champion in this election.
Pro-Life on the Home Front
One Loss, Two Wins: Montana’s Legislature fell short of the votes needed to advance a proposed constitutional amendment recognizing the personhood of embryos. Despite this, two notable bills are advancing to Governor Greg Gianforte’s desk. House Bill 388 seeks to protect the rights of pregnancy centers by preventing government interference and shielding them from being compelled to provide or promote abortion-related services. Senate Bill 154 reinforces existing federal law by banning the sale of human bodies and fetal tissue in Montana, aiming to ensure that the bodies of deceased unborn children are not treated as commercial commodities. While the amendment effort was blocked, these bills represent continued legislative efforts to affirm human dignity and conscience protections in the state.
Ending Abortion Pill Trafficking: Oklahoma Sen. David Bullard has advanced House Bill 1168 through the Senate Health and Human Services Committee, aiming to make trafficking abortion-inducing drugs a felony. The bill targets individuals who deliver or possess such drugs—mifepristone or misoprostol—with the intent to aid in an illegal abortion, as defined by state law. Bullard emphasized that the legislation is intended to curb the distribution of these pills, including by delivery services that enable dangerous at-home abortions, reinforcing the state’s legal protections for unborn life.
“This legislation is crucial to protecting unborn lives and saving young women from the dangerous medical and mental health risks associated with abortion-inducing drugs,” Senator Bullard said. “The sole purpose of the RU-486 drug cocktail is to murder innocent children. We must also consider the mental health impacts and the physical harm these drugs cause women. I refuse to stand idly by while these drugs are shipped across Oklahoma and unborn children are murdered.”

Sole Abortion Clinic Reopens: Wyoming’s only abortion clinic, Wellspring Health Access, will reopen and resume providing abortion services after a district court judge temporarily suspended two pieces of pro-life legislation. The injunction halts a law requiring abortion clinics to be licensed as outpatient surgical centers and another mandating ultrasounds before medication abortions. These laws were set to take effect following the signing of the licensing requirement bill by Governor Mark Gordon in February, which had previously closed the clinic. Pro-abortion advocates argued that these laws were “TRAP” laws, designed to impose so-called “burdensome” regulations on abortion providers to effectively limit access to abortion services, even if abortion remains legal in the state.
Heartbeat Legislation Introduced: North Carolina Republican lawmakers have introduced House Bill 844, the “Finding Grace Family Bill,” which aims to protect unborn children by prohibiting most abortions after six weeks of pregnancy. Sponsored by Reps. Brian Echevarria, Diane Wheatley, and Dennis Riddell, this bill would significantly revise the state’s abortion laws, making it illegal to perform or induce an abortion after a detectable heartbeat. The legislation also promotes alternatives to abortion by requiring the state health department to provide information on adoption and related services, while updating public school sex education curricula to include adoption as a recommended option for teen pregnancies.
Good News
Hope in Colorado: Over 3,500 people gathered for the Colorado March for Life on April 11th, a joyful and hope-filled event in one of the most abortion-permissive states in the country. Co-hosted by March for Life and Pro-Life Colorado, the rally featured powerful messages affirming the dignity of every human life, including a moving speech from Sister Mary Grace of the Sisters of Life, who reminded attendees that each person is a divine image and a testimony to God’s ongoing gift of life. March for Life President Jennie Bradley-Lichter encouraged attendees not to lose heart in the face of Colorado’s aggressive abortion policies, such as HB25-183, which seeks to fund abortions through Medicaid. She emphasized the vital role of the nearly 3,000 pregnancy resource centers nationwide as a sign of hope and called on Coloradans to continue advocating for life and supporting mothers and babies.
Quote of the Week
“God’s instructions to our first parents, ‘Be fruitful and multiply,’ continues to resonate in the human heart. We have to make it possible for young couples to act on their desire to have children by sheltering them from all taxes.”
~ PRI President Steven Mosher
