FIGO Report USAID Funding and Promotion of Abortion in Ibero-America, Africa, and Europe

Executive Summary

This report, prepared by the Ibero-America and Europe Offices of the Population Research Institute, analyzes the promotion of abortion by the International Federation of Gynecology and Obstetrics (FIGO) and its affiliated organizations in Ibero-America, Africa, and Europe.

The Trump Administration has been clear regarding the use of United States Agency for International Development (USAID) funds on abortion-related matters. It aligns with the principles of the Mexico City Policy, which prohibits U.S. federal funding from being allocated to organizations that promote, facilitate, or perform abortions.

This report provides evidence of USAID funding to FIGO and documents how this organization and its global allies promote abortion by facilitating access and advocating for its legalization through social and political efforts.

Under the umbrella of so-called “reproductive rights,” FIGO and its allied organizations consider abortion a “fundamental human right.” They develop multinational projects, disseminate guidelines on the use of abortion drugs, and encourage abortion practices through telemedicine and self-managed abortion. They have collaborated with groups such as the International Planned Parenthood Federation (IPPF) and Ipas. They have also exerted pressure on the governments of Peru, Colombia, Chile, Argentina, Brazil, Mexico, and other countries to modify their legislation in favor of abortion decriminalization.

This report also highlights specific cases in Ibero-America, Africa, and Europe, where national gynecology societies affiliated with FIGO have followed its guidelines and replicated its abortion-promotion strategies.

Finally, this report presents data on FIGO, the individuals on its board, and a list of its numerous allied organizations to illustrate the scope of this international abortion advocacy network. The goal is to prevent these groups from continuing to receive U.S. taxpayer funding for their abortion-related projects and activities in the future.
