PRI’s Comment on HHS Proposed Rule Revising Title X Regulations to Ensure Compliance with Statutory Requirements on Abortion

On May 22, 2018, the Department of Health and Human Services (HHS) went public with a proposal to revise Title X regulations. The Department’s rule proposal seeks to ensure statutory compliance with the Public Health Service Act which prohibits Title X funds from being “used in programs where abortion is a method of family planning,” (42 U.S.C. 300a–6).

The proposed rule was published in the Federal Register on June 1, 2018 and HHS received comments on the proposed rule until July 31, 2018.

The Population Research Institute (PRI) submitted a comment to HHS, recommending that the Department adopt the rule as written and that the Department make certain revisions to the proposed rule that would better ensure that Title X funds are not “used in programs where abortion is a method of family planning,” (42 U.S.C. 300a–6).
